Founding of the Federal Republic of Germany

At the final meeting of the Parliamentary Council on May 23, 1949, the Basic Law was signed by all members of parliament and the prime ministers of the eleven states and then ceremoniously proclaimed as the constitution of the Federal Republic of Germany. The Basic Law was drafted by a Parliamentary Council consisting of representatives from the West German states. It was intended not only to protect the rights of citizens but also to anchor the principles of democracy, the rule of law, and social responsibility. Particularly noteworthy are the human rights enshrined in the Basic Law, which are considered inalienable and form the basis for coexistence in the new republic. Surveys show that the vast majority of Germans are proud of the Basic Law and value freedom and the rule of law. The Basic Law has proven itself over the decades and is highly accepted by the population. Initially, it was the “building regulations” of the young republic and eventually became the “house rules” of German democracy. In May 1949, the Parliamentary Council in Bonn passed the Basic Law as a provisional constitutional basis for the "Provisional Federal Republic."

Verkündung des Grundgesetzes und Staatsgründung am 23. Mai 1949

In der Schlusssitzung des Parlamentarischen Rats am 23. Mai 1949 wurde das Grundgesetz als Verfassung der Bundesrepublik Deutschland von allen Abgeordneten sowie den Ministerpräsidenten der elf Länder unterzeichnet und anschließend feierlich verkündet. Das Grundgesetz wurde von einem Parlamentarischen Rat ausgearbeitet, der aus Vertretern der westdeutschen Länder bestand. Es sollte nicht nur die Rechte der Bürger schützen, sondern auch die Prinzipien der Demokratie, des Rechtsstaats und der sozialen Verantwortung verankern. Besonders hervorzuheben sind die im Grundgesetz festgeschriebenen Menschenrechte, die als unveräußerlich gelten und die Grundlage für das Zusammenleben in der neuen Republik bilden. Umfragen belegen: Die weit überwiegende Mehrheit der Deutschen ist stolz auf das Grundgesetz und schätzt Freiheit und Rechtsstaatlichkeit. Das Grundgesetz hat sich im Lauf der Jahrzehnte bewährt und erfährt eine hohe Akzeptanz in der Bevölkerung. Zunächst war es die „Bauordnung“ der noch jungen Republik und wurde schließlich zur „Hausordnung“ der deutschen Demokratie. Im Mai 1949 verabschiedete der Parlamentarische Rat in Bonn das Grundgesetz als vorläufige verfassungsrechtliche Grundlage für das „Provisorium Bundesrepublik“.
